THE CITY OF WINTERS
The City of Winters, PWS ID TX 2000003, has violated the monitoring and reporting requirements setby Texas Commission on Environmental Quality (TCEQ) in Title 30, Texas Administrative Code (30 TAC), Section 290, Subchapter F. Public water systems that treat surface water and/or ground water under the direct influence of surface water are required to submit monthly operating reports with operational data of the treatment, disinfection and quality of the water provided to their customers. We failed to monitor and/or report the following constituents:
December 2024, we did not collect enough distribution chlorine samples. (36-1006) November 15th 2024, the plant computer did not record all individual filter turbidity, combined filter turbidity and chlorine residual leaving the water plant. (38-0100, 36-1006) October 12th 2024, the plant computer did not record all combined filter turbidity and chlorine residual leaving the water plant. (38-0100, 36-0999)
September 1st-11th 2024, our combined filter turbidimeter was out therefore we did not have the turbidity data during that time. (38-0100)
August 2024, our combined filter turbidimeter went out on the 511' and not enough grab samples were taken (38-0100). The plant computer did not record all chlorine residuals leaving the plant from the 19-23rd (36-1006) and it also did not record all individual filter turbidity on the 19th (38-0100).
July 2024, the plant computer did not record all combined filter turbidity and individual filter turbidity on the 11th (38-0100). We did not run all the daily samples on the 28t"(36-0200).
Results of regular monitoring are an indicator of whetl1er or not your drinking water is safe. We did not complete all monitoring and/or reporting for surface water constituents, and therefore TCEQ cannot be sure of the safety of your drinking water duringthat time.
We are taking the following actions to address this issue: We have had an IT personnel look at the computer and made repairs needed to ensure constant recording.
Please share this information with all people who drink this water, especially those who may not have received this notice directly (i.e. people in apartments, nursing homes, schools, and businesses). You can do this by posting this notice in a public place or distributing copies by hand or mail.
